IBRAHIM MAINA MUTEMBEI 
ASPIRING MEMBER OF PARLIAMENT (MP)
FOR NYERI TOWN CONSTITUENCY 
YEAR 2027 GENERAL ELECTIONS
Welcome Nyeri Town Constituency of Nyeri County. And welcome to my local community here on. It is great to be among people who are passionate about our Nyeri Town future.

In 2027, we will face a stark choice: a choice between the future and the past. Today the case I put before the Nyeri Town Constituency people is that if we are to secure the future for our families, for our communities and for our Constituency – the National Government must now change for good.

After 5 or so years, the incumbent Member of Parliament (MP) has lost touch with working his constituents. He has become so used to being in his personal businesses that he no longer understands what legislation role actually means.

After those 5 years or so, the incumbent MP has become stuck in the past. He simply doesn’t understand the new challenges that we face in the future.

The challenges of public administration, trading, agriculture, climate change and water. The challenges of the Information Communication Technology (ICT), digital economy, Blockchain Solutions (BS), Artificial Intelligence (AI)  , 5G Wireless Technology and Internet of Things (IoT). The challenge of the rise of other Constituencies. The challenge to fix our health centers once and for all. And above all, the challenge to transform our new Cubiculum Based  Education (CBE) system.

The incumbent MP has no plans for the future because he’s not going to be there to deal with the challenges of the future. It’s official –- The incumbent MP is retiring (Hon Duncan Maina Mathenge; Just Finish and GO!). And we all know that. We are voting him out. Period!

The way forward for Nyeri Town Constituency is to elect a new MP and a new representation with fresh ideas to meet the challenges of the future. A new MP who understand and respect the values upon which our constituency has been built. Values of decency. Values of fairness. Values of RESPECT!

A new MP who believe that the great Nyeri Town Constituency value of a fair go for all has a future – and not just a past fo Nyerians.

Friends, Nyerians are a decent people. We don’t ask for a whole lot. We want to have incentive to go out there and innovate, to build new businesses, to build our families and to build our lives. We’re competitive, hard working and independent. But also want a workplace where

Growing up in rural Nyeri, I saw what happens when people don’t have decent living standards. When I grew up, we were taught the value of community –- looking out for one another when times are tough. That doesn’t seem to matter to the incumbent MP. He is happy to see the fair go disappear out the back door. To me, his policies are plainly wrong. That’s why in 2027 we must say no to his leadership. If elected, I High Court Lawyer (Wakili) Ibrahim Maina Mutembei  will abolish his draconian policies. And if elected, I will ensure flexibility and fairness at work.

I will put forward policies to help with the Municipality of Nyeri’s Wards Budget towards Millennium Development Goals (MDGs) Plan of Action as envisaged in Vision 2030 and beyond. We will increase the Higher Education Loans Board (HELB) fund. We will extend free health care to unemployed youth through an Inter-Constituency Medicare System I will table in the National Assembly of Kenya. We will establish The Nyeri County Marketplaces inquiry into grocery prices to make sure working families aren’t ripped off.

My fellow Nyerians, we need new leadership with fresh ideas for the future. With barely an year to go of this term General Elections campaign, the incumbent MP administration has put forward no new ideas for the future. He has run out ideas. He has run out of energy. And he has run out of time. He MUST GO! (AENDE!)

I am offering new leadership with a plan for the future – the incumbent MP is offering no leadership, other than a plan to fail and you must make sure this never happen by voting him out in 2027 General Election. His certainty is all just too late to be believable!

I have no intention today of repeating the incumbent MP’s irresponsible spending spree. Unlike him, I will heed the warnings of the National Treasury. Unlike him, I will not place in jeopardy projects already set to be completed for so many gone years. Unlike him, I don’t stand before you with a bag full of irresponsible promises that could put upward pressure on inflation.

Today I am saying loud and clear that this sort of reckless spending must stop. I am determined that any commitments I make are first and foremost economically responsible. That’s why the commitments I announce today will cost less than one quarter of those the incumbent has been announcing all along.

Furthermore, the commitments I am making today are exclusively directed at tackling the skills shortage, tackling infrastructure bottlenecks and acting on Nyeri Town Constituency economic challenges. I have said I will spend less than the incumbent MP. I have said I will not match his spending in any capacity. And I have said I am lawyer with economical expertise with professional construction industry roles under my TIMHOMES Company Limited corporation. Today, I am promising to deliver on each of these undertakings.

On Public Health, I have a long-term plan to fix our health facilities (centres) our Constituency has including the dispensaries. I will be responsible for implementing my plan, and I state this with absolute clarity: the buck will stop with me. The incumbent MP, by contrast, has put forward no new plans. He prefers to continue buck- passing to the Republic of Kenya’s National Government blue print instead of taking responsibility for fixing the system. Nyerians are fed up with this tired, old game. Nyerians want a long term solution for our hospitals. They are sick and tired of short term excuses for not fixing our hospitals. I will propose in Parliament a motion to consider devolving health as a fault and that we have two oversight ministries in the line cabinet narrated as both the Ministry of Public Health and Ministry of Medical Services where the Provincial General Hospital will fall under The Treasury kitty. 

The Annual Operations under each Financial Year will be involved and recovered with provisions for The County Medical Offices of Health (CMOHs) to oversee the day today running of Health Facilities (Centres) including the dispensaries under the supervisor of a Medical Officer of Health (MOH) based at County Commissioners Headquarters (HQs) in each of our Forty Seven (47) Counties.

I stand before you today as a candidate for the Member of Parliament for Nyeri Town Constituency. I am proud of the plan we have put forward for Nyerians future. And I am proud of the team that I lead -– the team that will work with me in implementing this plan.

The Constituency now needs new leadership for the future. The Constituency now wants new leadership for the future. And today, I stand before you ready to deliver that new leadership for Nyerian’s future.
